Verify status
Locate the official text. Confirm whether it is proposed, passed, notified, commenced, stayed, appealed, superseded, or subject to transition. Record the publication and effective dates separately.
Read the operative material
For legislation, read definitions, scope, exceptions, powers, penalties, rules, and schedules. For judgments, distinguish the holding from arguments, factual findings, observations, and the effect of later or higher-court decisions.
Apply only after scoping
Identify affected entities, rights, filings, agreements, evidence, systems, and deadlines. A general summary cannot determine whether a specific client is covered or what response is proportionate.
